Tested one of these yesterday evening, and I was pleased with the results. IMHO it's easier than injecting bubbles. It's a small 1G vibrating motor with a 3M sticky pad. Just stick it to the top plate. Would be easy to attach to a micro controller with a couple of resistors and transistor, or straight to a 3V battery. 3V @ 80ma.

It interrupts the stream enough to make the LED light the stream, but the stream remains cohesive. It's very quiet on the jet side. Where the water enters the pool on the other side, you can hear the vibration, but this would go away if you're using screens or foam at the other end.

A pager motor would probably work too.

No, because I'm now using a better method. Better because there are less parts. I'm doubling up the stepper motor cutter for stream degradation, by vibrating the stepper motor. This is because you're not cutting when you want a degraded stream at night.
