Beginner's Question for Laminar Fountain

Hi guys,

Can you help me and give an idea how to compute the reynolds number if it's annulus. I am really not that good in computation but I'm trying to design a laminar fountain head but I still don't know what diameter should I use and length of pipe. Is it really posible if there is no straw and every parts of it is just made of plastic because I'm going to print it in 3D printer.
